David Pincus is Chief of the Court of Federal Claims Section of the Tax Division. Mr. Pincus, who has a J.D. degree from the University of Pennsylvania Law School and an LL.M. (in taxation) degree from Georgetown Law School, started his career as an Assistant District Attorney in New York County. He then joined the Tax Division as an Appellate Section line attorney, and thereafter became a Reviewer and Assistant Chief. In 1995, in recognition of his accomplishments as an appellate litigator, he received the Department's John Marshall Award for the Handling of Appeals. He became Chief of the Court of Federal Claims Section in November 2011.
